Rachel Mesches is the Founder and Principal Consultant of Oracle Grant Solutions, an independent grant consulting practice based in San Diego, California. With over 20 years of experience in nonprofit grant development and strategy, Rachel has successfully secured more than $80 million in competitive grants from federal agencies (including OVC, OTIP, OJJDP, AmeriCorps, and IRS), major foundations, state and county departments, cities, school districts, corporate philanthropies, civic groups, managed care plans, and other regional and national grantmaking agencies (e.g. Regional Task Force on the Homeless, United Way, and LISC).
Oracle Grant Solutions strives to improve the grant-readiness and funding success of clients at all stages of organizational development, from emerging startups and pilot programs to established organizations. Specializing in comprehensive grant services—full proposal development, editing, budgeting assistance, and post-award compliance—Rachel partners closely with clients to craft compelling, evidence-based narratives that align with funder priorities and drive measurable impact. As a sole proprietor, Rachel delivers highly personalized, flexible support without the overhead of larger firms—ensuring responsive communication, strategic focus, and cost-effective results.
Rachel has written winning proposals on a wide array of social issues, including homelessness prevention, transitional housing, human trafficking prevention/intervention, juvenile delinquency prevention/intervention, workforce development, alternative dispute resolution, gang prevention/intervention, fair housing, behavioral health, domestic violence intervention, holistic health care, and child abuse prevention/intervention. She is especially well-versed in the needs and challenges experienced by at-risk youth and families, low-income families, former foster care and transitional age youth (TAY), justice involved youth and adults, and human trafficking victims. She holds post-graduate degrees in Counseling and School Psychology, which have afforded her a deeper understanding of these and other vulnerable target populations.
